When walking, my puppy stops 3-4 times and it's like she is testing me. I will say COME but she stops dead in her tracks.
She is not tired b/c this stopping usually occurs after we pass another dog or person.
Hi When you first start leash training with a puppy, it's often a 'start/stop/start' sort of affair. The proverbial one step forward and two steps back is pretty common.
If she's distracted by someone/something, she will naturally stop walking to investigate or think about what she saw. Rather than saying just 'come' (this is better used for the off-leash recall), say something like 'let's go', 'hurry up'. Take some treats with you and hold a treat at knee level and move forward, telling her to 'hurry up' in a happy, upbeat voice as you move along.
If she refuses to budge, take a few steps back behind her, and then jog past her, holding a treat and calling to her in that happy voice. Chances are good that she will follow you.
