How can I stop my 8 week year old puppy to stop chewing is leash when he goes potty outside or for walks?

The leash-chewing you mention is actually very, very common and most pups like to gnaw on, or play with, their leash at first - especially if it's leather.
You need to correct him verbally every time he does it, and a short sharp tug to remove it from his grasp won't hurt as long as you're not too forceful. Puppies learn by repetition and as long as you keep correcting him he will eventually stop doing this.
You can try spraying the leash with bitter-apple or some other similar puppy-deterrent spray, even rubbing hot sauce on it sometimes works. If it's a leather leash you can soak it in a bowl of vinegar and water for a few hours and when it's dry it will still retain the tang of vinegar. All of these options taste 'nasty' to most dogs and can really help. BUT - not all dogs care about the taste, so it's not a 100% guaranteed cure!
